Slow Ethernet Upload Speed

I am using the "OMEN by HP 45L Gaming Desktop GT22-2085t PC, Windows 11 Home, Intel® Core™ i7, 16GB RAM, 1TB SSD, NVIDIA® GeForce® RTX™ 4080" Motherboard: Intel® Z790
I have 1gbps of home internet speed.
My roommate and I are connected to the same internet router through ethernet cables.
We both get \~800mbps of download speed.
She consistently gets \~700-800mbps of upload speed while I am stuck around \~150-250mbps in upload speed. I am very confused by this.
I swapped our ethernet cables and the results were the same. So it isn't the cables and it isn't the ports of the router. One of my router ports mentions a higher potential speed, but she outperforms me regardless of who is using the higher speed port on the router.

I tried following support from the official HP website and anything I could find online.
In the Device Manager I expanded network adapters.
"Realtek Gaming GbE Family Controller" should be my ethernet.
Advanced EEE was already set to Disabled
Energy-Efficient Ethernet was already set to Disabled
Large Send Offload vs (IPv4&6) were both already set to Disabled

Set Gigabit Lite from Enabled to Disabled
Set Green Ethernet from Enabled to Disabled
Set Speed & Duplex from Auto Negotiation to 1.0 Gbps Full Duplex
Set Power Saving Mode from enabled to Disabled

I re-downloaded the internet drivers from the official HP support website, even though I already had the most up to date version, just to see if that might make a difference, it didn't.
I opened HP PC Hardware Diagnostics Window and passed all computer tests.
I opened OMEN Gaming Hub and found an internet booster. I found online that this omen booster limits your potential, but I never had it enabled.
I spent a considerable amount of time trying all different kinds of settings in this omen gaming hub internet booster and the internet performance was always worse than before I opened the omen gaming hub.
I opened my task manager and ended any tasks associated with the OMEN Gaming Hub. This improved my internet speed back to what it was before, around 200-250mbps in upload speed, my download speed is still fine, the same as the older PC.

What am I missing here? Why is my upload speed so much worse on this newer and better PC?
