Junior level employee stuck in Junior Position

I have been working at Rbc for over 4 years and as far as I can see, unless my peers do secret tasks without my knowledge and there is a whole other line of business that they are working on that I am not privy to, I do the exact same work as them. When I say my peers, I mean those in the level above me. I work as a Junior Xx and they work as a Xx. Now, I have been working like this for an extended period of time maybe the last 2 years or so and I have been asking and pushing for a promotion because I felt like as a Junior employee seemingly working above their mandate and doing the same exact work as the Xx, I would have a strong case for promotion. Not to mention I have always got fully met in my end of year reviews, the last one I even got an exceeded for the line of business/business process that is weighted at 70% of my total mandate.

I kept being told that I was doing good work and I have been making improvements in a lot of areas.
Now I am being told that the Company need to find a business need to promote me from Junior Xx to Xx. Im not asking to be promoted to a Senior level employee above my peers, im not asking to be placed in an unknown role where there is uncertainty as to how I can handle the role. I am literally doing the exact same work everysingle day and the only difference is that the ones with the Xx title are a whole higher pay grade than me and don’t have a Junior title next to theirs. I just want to be acknowledged and recognized for the work I am currently doing. I could not believe that this is Rbc’s policy with regard to its employees.
I essentially have 0 way to move up unless a miracle happens???
How is this fairr????? I am the only person in the “company” where I work that is at this payscale. Why must I continue to do the exact same work for less pay, less vacation, less incentive and less recognition? For what??? What kind of policy is this? If an employee does the same work they should be moved onto the level at which they are doing the work of.
