Foreign Travel Authority Middle Eastern Countries

For context, I am a government employee at our LGU, and I am planning to travel abroad in December, 2026 at U.A.E., where my mother is. I asked our HR for the leave request form and such. They told me that DILG does not issue FTA (Foreign Travel Authority) for government employees travelling to Middle Eastern countries due to the ongoing conflict. My ticket was purchased way before that information that they've given me. I still plan to go on with the trip because the ticket and visa prices are no joke and non-refundable.

Does anyone here knows what are the other alternative requirements if I am not issued FTA by the DILG?

I emailed Bureau of Immigration regarding this matter, but sadly their response is as is. It meant to me as if I can't do anything about it already.
