Any advice on how to make this shirred bodice piece shorter?

Hi all!

Hope you are doing well! :)

I was following these tutorials to create this shirred dress:

However, my bodice piece ended up being fairly big somehow, and I was looking for some advice on how to salvage this dress.

I've attached pictures of what's going on!

I decided to add ~2 more rows of shirring than the video, but it didn't really shrink by much, even after steaming and ironing (second picture shows shirrs).

I did a test "wear" and then pinched the bodice (without stretching) to figure out by how much it is loose, and it looks like it's ~18" (third picture).

I suppose I'm curious to know, how can I shrink the bodice by ~18", and what would the seam look like?

Also, how can I make the shirrs tighter in the future so it shrinks much more? For context, I was using a brother CS7000X machine with top thread tension 3 and stitch length 4.
