What is this pattern called?

Firstly, they didn't let me set off my important expense and then even blocked my own money's transfer to my own and even to my mother's account. And now they are saying that the transaction to this account(mine) is not permitted by the receiver's(me) bank. Literally how is it even possible? Make it make some sense. I had made multiple transfers to this account and now they are not letting me do it again? Why? Isn't it my money?

Now because of you, I can't even use MY OWN MONEY to pay my expenses nor can I transfer it to my other accounts.
