UI managements for CUBE and voice gateways

Did anyone pass by any tool is solution that would provide a simple UI to manage CUBE and voice gateways related configs instead of having always to go through CLI.

The Cisco options does provide that only for the routing and switching commands but not for the voice related commands or CME

XPS 15 9550, no POST after teardown — 3,1 blink code survives a known-good CMOS cell, VRM rails not shorted. Board-level?

Looking for a sanity check before I commit to a replacement board.

The machine: Dell XPS 15 9550 (i7-6700HQ, GTX 960M, 16GB, UHD touch). Board is AAM00 / LA-C361P. Repurposing it as a 1U rack/Plex box.

Key fact: It worked perfectly right before I opened it. Had been in storage a few months, booted fine ~a week ago (correct clock, no errors). Then I tore it down: removed display, battery, WiFi, fans, heatsink; cleaned old paste with 99.9% IPA and repasted CPU/GPU. Properly grounded the whole time (strap to radiator, bare feet). No connectors bent that I noticed.

Symptom: Won’t POST. On AC or battery, identical: power LED white, fans spin ~4–5s, hard shutdown. Later it started throwing a repeating 3 amber / 1 white (3,1) blink code (~7 cycles, then solid amber + fan blip, then off). Per Dell’s table 3,1 = RTC/CMOS battery, but the 3,x family also covers power-subsystem/board faults. HDMI connected throughout — never outputs anything.

Ruled out (methodically):

**•**	Battery, AC adapter, DC-in cable — all fine, same behavior on each, DC-in delivers voltage.
**•**	RAM — every stick in every slot, no change.
**•**	All peripherals stripped (SSDs, WiFi, KB, trackpad, touch ribbons, speaker) — no change.
**•**	Thermal — ran briefly with heatsink fully off: *same* 4–5s cutoff, so not a thermal trip. Remounted correctly since, pads intact.
**•**	ESD — was grounded.
**•**	Visual — clean under light, air-blown, no cracked/burnt parts, no dropped screws.
**•	CMOS cell** — old one measured 1.38V (dead). Reseated connector, 30-min drain, then **replaced with a confirmed 3.3V cell → 3,1 persists.**
**•	Power rails** — multimeter continuity + 200Ω on VRM filter caps/inductors (incl. the “100 D71” rail caps) to ground: **no short**, all normal.

Where I’m stuck: 3,1 surviving a good coin cell + earlier hard cutoffs + no shorted rail = I think it’s a board-level power fault (a rail that won’t come up, an open cracked component, or a damaged EC/PMIC). That feels past kitchen-table diagnosis without a scope, boardview, and rework gear.

What I’m asking:

**1.**	Anyone have the **AAM00 / LA-C361P boardview/schematic**? I’d love the EC power-good test point and the main rail enable/target voltages so I can measure each rail live during the 4s window before giving up.
**2.**	Has anyone seen a **3,1 that survived a known-good CMOS cell** turn out to be something recoverable (BIOS/SPI reflash, EC reset trick, a specific rail regulator)?
