Oklahoma speeding ticket — deferred disposition / keeping it off driving record?

I received an Oklahoma Highway Patrol speeding citation in Delaware County for going 99 mph in an 80 mph zone (19 over). The fine is about $279, and my court date is October 8.

I’m a young graduate student nearing completion of my master’s degree, and I’m trying to handle this responsibly because I’m concerned about the long-term impact on my driving record and auto insurance.

A few years ago, I received a different speeding ticket in Oklahoma and was able to complete a deferred disposition that included an online defensive-driving course and a period without additional violations. I completed all of the requirements successfully, and to my knowledge, that case was dismissed afterward.

I plan to call the Delaware County Court Clerk before my court date to ask about a deferred disposition, reduced charge, or whether I should speak with the District Attorney.

My main questions are:

  1. Is it generally possible to receive another deferred disposition in Oklahoma if I successfully completed one several years ago?
  2. Does anyone familiar with Delaware County traffic court know whether they commonly offer deferrals or amendments for a 16–20 mph-over citation?
  3. Would this normally be something I discuss with the District Attorney before the court date, or would I need to appear and request it in court?
  4. If I successfully complete another deferral, would the speeding charge stay off my Oklahoma motor vehicle record and therefore potentially avoid affecting my insurance?
  5. Would an online defensive-driving course help by itself, or does it only matter if it is part of a court-approved deferral?
  6. Would hiring a local traffic attorney make sense for a 19-over citation like this, or is this something that can usually be handled directly with the court/DA?

I’m not trying to avoid responsibility for speeding. I’m willing to pay the appropriate fines/court costs and complete defensive driving or a probationary period if offered. I’m mainly trying to understand the best lawful way to resolve this while minimizing the impact on my driving record and insurance.

Thanks in advance for any Oklahoma-specific insight.
