Why when I try to swipe notifications up it opens the quick panel for a brief second. And swiping left or right completely gets rid of them is there a way I can fix this?

I've been getting kess hours since about two weeks ago. I usually get 26 hours a week but now I've been getting fifteen and sometimes even less than that. I've been here for about two months now and have a copen availability. What could be causing this?
