What is this weird bubble in my belly button?

I noticed this weird bump on my belly button a few weeks ago. It feels kind of like a bubble wrap bubble, where theres a top layer and its soft to the touch and you can compress it a little. It doesn't feel like there's anything solid inside / under the skin. It doesn't hurt, not warm to the touch.

My belly button used to be completely flat / symmetrical. It's about the size of a fingernail (1cm?) and hasn't really changed since I first noticed a few weeks ago. It doesn't really change depending on my position either (like standing up or coughing).

I do have some constipation and sometimes bright red blood in my stool but I thought that may be due to anal fissures.
