2013 Cmax - help 😢

2013 Ford - Cmax Hybrid SEL 2.0 4cyl

In dire need of help, I was just given this car for my family and it cut out.

I typically don't like to ask for help, but I think I've finally reached that point on day 3.

I thought it was the battery, so we replaced it and did a bms reset but noticed it still wasn't charging. Fuse F79 was blown (audio), all other fuses, including the 30A in the cargo area, were good. The DC-DC converter isn't charging the car, I replaced it but the issue persists.

DC\DC Converter High voltage (HV) - reads: 0

DC\DC Converter Low voltage flickers to 1, then back to 0.

It seems like the converter isn't getting any voltage, and is just boot looping.

The main red 12v at the top of the converter is reading 15.xV when the car is on.

Testing for continuity shows the negative terminal on the front of the converter is good.

The BECM oddly hiccups and goes from 11.75, to 63.75v.

If any techs or mechanics are familiar with this I'd heavily appreciate your expertise.

If I can test anything additionally with a multimeter or a scanner, or get you any other values you need please let me know.

TLDR; 2013 Ford - Cmax Hybrid -> 12V Not charging -> DC DC Converter no low \ high voltage -> boot looping? -> Help.

I did my shot Wednesday, it was shot 8 next one would be going up. I also did my check in and my dose was increased. Here's where the problem comes in, as soon as my check in was done it still showed my last shot I took but also showed next one for the same day! Everyday since it says today is shot day. I'm so confused, CS told me to log out and log back in and no change. I also messaged the doctor and am waiting another 24-48 hours for response. Also no clarification if I should finish out my last 4 weeks from first prescription on that prescribed dose or start the new dosing.
