Who wins what diff and why

I don't believe it is, since it isn't stated to do so I don't think it does only the evasion speed is stated ,but wouldn't that apply to attacks as well? Like if you dodge faster as in your body moves faster, wouldn't that mean you can swing faster?, but there are some panels that might imply it buffs attack speed ,and if it does buff physical attack speed, doesn't that mean that STW Hashira all beat Akaza, possibly Doma as well?

I sometimes see some claims that this could get Muichiro to very high lvls of speed(or LSK lvls),enough to beat every upper moon not kokushibo, are they correct? Why or why not?

I can’t scale shinobu, her portrayal and community consensus don’t match her feats imo. Considering this panel seems to be an amazing feat, which Doma admits he couldn’t stop with his hand, and iirc a databook also says so. He also says if she’s that fast she might’ve beaten him.

And if you do think she’s that fast, how would you reconcile this with some other scenes, which might be explained as Doma blitzing her or base Giyu reacting to her?

Assuming Luffy outperforms Loki against Imu how would that change your perception of Luffy's and Loki's powerscaling would it downscale Loki or upscale Luffy?
