Ordered the outer tie rod from MOOG, and it came with a small tear on the rubber boot. Should I return it, or is it ok to use it? Thank you

$293 ticket. Received it in the mail. A bus that was driving by took a picture of my car and my plates, for being stopped at the bus lane. Happened in downtown. I was dropping off a package and it was a $40 block.
Does anyone know if i can get this ticket dismissed or pay less at least, because $293 seems to be unreasonably a lot for me being stopped there for 1-2 minutes. Also, can I ask amazon help me with the ticket, as it happened during my block?
