Is this old toy fixable by just cleaning? I briefly tried vinegar and qtips but it wasn’t coming off great.

Is this toy fixable by just cleaning? I briefly tried cleaning the battery contacts with qtips and vinegar and it wasn’t coming off great. It’s supposed to light up and make sounds. Any tips?
