Can you sue the housing office workers ?

My husband is American military and I’m Italian. We lived in a private rental through housing and the last 3 years became absolute hell over kitchen damage we didn’t cause.
One day I opened a part of the kitchen cabinet that had basically never been opened before and discovered a huge scratch/swelling in the wood. I immediately reported it to housing because it looked old already, like humidity damage that got worse over time. Later an inspector actually confirmed it was old damage and likely from previous tenants or humidity over years.
But from the moment I reported it, our landlord started targeting us.
She claimed we destroyed her kitchen and demanded 13k for a completely new kitchen renovation. Meanwhile housing never really helped us. I documented EVERYTHING through emails because after a while I trusted nobody anymore, including housing, because it honestly felt like they were siding with the landlord.
The stress became so bad I had nausea every single day for over a year. I have a small daughter and at the time she was only 1 year old. Our neighbors started turning against us too because the landlord talked badly about us to everyone. Someone even put poison for dogs in our garden. People screamed at us. The landlord’s father would literally sit outside our house watching us.
After almost a year housing finally sent an inspector. He confirmed the kitchen issue was old/humidity related and likely from previous tenants. You would think that would end everything, right? Nope.
The landlord still wanted 13k for:
new kitchen cabinets

new garden and flowers

bathroom floor

random “other expenses”

Basically a full house renovation.
At some point housing approved our relocation request. It took forever because different offices on base delayed paperwork for months. Finally we met with the old chief of housing, an Italian guy who was actually kind and helpful. He told us to wait before signing anywhere else and maybe ask the landlord if she’d let us leave early.
We asked her politely. At first she agreed to let us leave early in February instead of April IF she could inspect the kitchen weekly and take photos. We agreed because we just wanted peace.
Then she kept changing her mind every single day.
One day:
“Yes you can leave February 1st.”
Next day:
“No maybe not.”
Meanwhile housing pushed us to sign a lease for another house immediately. They waited until the appointment itself to suddenly tell us there was a 3k realtor fee attached to the house. My husband got upset and said no, we needed to slow down because we still didn’t even have final written confirmation from the landlord that we could leave early.
A few days later the landlord finally confirmed February 1st officially. We contacted housing again to continue with the house we wanted and suddenly they refused to help us anymore. They told us basically:
“No, forget that house now.”
So we scheduled another meeting with the NEW chief of housing.
That meeting honestly destroyed me emotionally.
The moment we walked in, this man already hated us for some reason. I calmly explained everything:
the landlord situation

the harassment

the confusion over the 3k realtor fee

how some housing employees were talking badly about us

He interrupted me and basically said:
“Don’t worry, you’ll end up in government housing anyway. Have a good day.”
That was basically the meeting.
I walked outside crying and threw up in the parking lot from stress. I have never felt more disrespected in my life.
After that they placed us in government housing 50 minutes away from base even though:
I don’t drive

my family was near the other house

my daughter’s school was near the other house

we have a 190-pound dog that technically isn’t even allowed in government housing

But by that point I was too exhausted to fight anymore.
Then came the final inspection for the old house.
We passed with almost all A’s.
The only questionable notes were marked by the inspector as likely from a PREVIOUS DOG and he literally wrote that on the inspection sheet.
The landlord LOST IT and started yelling that she never had dogs in the house before us. The inspector literally replied:
“Are you sure? Because we know there was another dog before them.”
She still denied it.
Then housing emailed us saying we owed:
the 13k

plus our deposit

We contacted a lawyer immediately.
ONE email from my lawyer changed everything.
A week later housing suddenly emailed:
“The landlord agrees to settle for only 100 euros.”
So apparently the 13k damages magically disappeared overnight.
We paid the 100 euros but refused to go sign final closing papers because something felt wrong.
Then my husband filed a FOIA request for communications between housing and the landlord.
That’s when we discovered everything.
We found emails showing:
the landlord lying repeatedly

housing employees reassuring her we would eventually pay

internal complaints about us

But the email that hurt me most was from the exact day we refused to sign the rushed lease with the 3k realtor fee.
A housing employee — one who always smiled to my face and acted supportive — wrote an internal complaint saying things like:
“they send too many emails”

“private rentals won’t work with them anymore”

“government housing will be better”

“I refuse to work with them”

Suddenly everything made sense.
That’s why the new chief walked into the meeting already hostile toward us.
That’s why nobody listened when I tried to explain.
That’s why he said:
“My girls don’t behave badly, I believe them.”
They had already decided we were the problem before we even entered the office.
The craziest part is we were never rude until we were pushed past human limits. We were dealing with:
harassment

accusations

fear of losing thousands

neighbors attacking us

constant stress

a baby at home

health problems from anxiety

And somehow WE became labeled “difficult.”
At one point during a phone call, one housing employee even told my husband not to raise his voice because he was “only an E4” while she was married to a commander and “had his rank too.”
My husband immediately calmed down because honestly we realized these people could make our lives worse if they wanted.
What still hurts me is not even the house anymore.
It’s how badly we were treated by people who were supposed to help us.
And honestly I’m writing this because the couple before us apparently paid this same landlord 10k just to make problems disappear after their inspection too.
I genuinely believe this has happened before and will happen again.
I don’t want “”revenge””, I went thru hell for years, I don’t need that..but that thing still hurt me so bad cause we got treated like bad people when we are not.
I wanted to understand if we can complain about that worker and the chief, what we can do, if in case we can change house(?)…
Thank you for who will read thru the end and will give and help!
