How do I fix this?

How do I fix this?

I set up a tank for the first time ever last night and it’s stayed looking like this all throughout the night and next day. I’ve been having the filter running and brushing off sediment every now and again, I did an almost complete water change and it barely changed. What else do I do? Should I just start over?

Solitary fish in a 5gal other than bettas?

I'm going to college soon and i wanted to try and establish a planted tank with cherry shrimp, nerite snails and a fish before i go. Unfortunately, they only allow five gallon tanks at my college. It would be my first time fishkeeping, which is why i want to take it slow and establish it for a few months at home before i move, but i know i want one solitary fish instead of a school so it would be easier to move them.

Everything i see online says the only solitary nano fish you can keep in a 5 gal is a betta. I know i want one that will occasionally eat baby shrimp so i dont have a shrimp baby boom. But is a betta really my only option? I have my eye on a shortfin koi betta, but are there no other options other than bettas? And, on the other hand, is my planned set up even good for a betta?
