Help! Whats wrong with my wall/interior paint?

I have done every room in my new house with no issues.

Patch holes, sand, fill in one more time, sand, use a slightly damp cloth to wipe all the excess dust off from sanding, let dry, paint. Ive done this in every room in this house, and in the house before this one with no issues(paint wasnt winning awards but worked for me)

But, i have these spots everywhere in this one room, they are textured. I sand and sand and sand, but for some reason can't seem to get it to go away, so I tried spackling over. I thought that worked at first but as soon as I tried sanding over and smoothing everything out, it's like the spackling just doesn't want to stick, but that was only on some of it. The areas where it did stick, The second I touched it with a damp cloth the spackling just came right off. I did, however notice after I tried my normal method of wiping dust off that the spot felt kind of slimy?

The house was built in the seventies, I had slight mold issues when I first moved in, in this room around the windows (some of this is as far as 10 ft from a window) I have no idea if this is the original drywall and I have no idea how many times it's been painted and what with👈 I have no idea if any of that pertains but figured I would mention it now in case it does.

I have just never encountered anything like this, any help would be greatly appreciated, thank you in advance
