Please tell me this isn’t rust, anything but that. These are like small protruding spots on paint.

Just noticed this whizzing ish sound after owning the car for 5 months. It seems like the sound still remains even after I turn off the car, although it gets very quiet. The sound comes from the downpipe region. Please tell me that this is normal for ea888.3😬
