How would tattoos made from Dust work?

Since Dust can be infused into a person’s body, what do you think tattoos made from Dust would look like overall, and how would they work in practice?

I already imagine that these kinds of tattoos could only be made by specialists, making them incredibly rare. They might also be considered illegal by the Kingdoms due to health concerns, as well as how addictive they could become, since they would need to be re-inked once the Dust runs out.

Edit: Also, what do you think the worldbuilding and lore behind this would be overall?

What would happen if the Gate opened in terra nullius territories like Bir Tawil or Marie Byrd Land? (2)

I do not know if this has been asked before, but who would actually respond to the invasion and launch expeditions through the Gate? Would it be the countries closest to it, or would an international task force organized by the UN take charge?

Speaking of which, would anyone even be harmed by the initial invasion if the Gate opened in one of these territories, considering that barely anyone lives there? Could the environment itself be enough to force the Empire to retreat, since from their perspective there would be nothing worth conquering due to the sheer distance from any settlements? How long would it take for us to notice their presence and realize that they are hostile?

There is also the legal question surrounding any subsequent war. If the Empire never managed to harm anyone on Earth and was instead forced to retreat and barricade its side of the Gate, what would justify our response? If we sent an expedition to investigate and they reacted with hostility, it could make us appear to be the invaders. Public support for a war against Falmart would likely be highly controversial, as our side would have suffered no casualties or damage, while the natives would simply be attacking us because they believe we are invading their world.

When we inevitably respond with overwhelming force, a full-scale war would still be difficult to justify. Many would argue that the Empire failed to cause any harm before retreating, making military intervention seem unnecessary or excessive.

If Paradis Had to Build Its Own Navy from Scratch, What Would It Look Like? What Real-Life Era Would It Be Closest To?

I'm thinking about writing a fanfic where Paradis gets transported to another world right before the Survey Corps sets out beyond Wall Maria after they had reclaim it.

One extra thing in this fanfic is that Grisha Yeager left behind another book in the basement, separate from his journals, containing the technical explanations of every technology, scientific principle, and piece of knowledge he knows throughout his life outside of Paradis.

With that in mind, if Paradis suddenly had to build a navy from scratch, what do you think it would look like? How advanced could it realistically become, and what period of real-world naval history would it most closely resemble?
