How do I get and/or craft this unknown biofuel? I have the seeds required to do it (I think), but I don’t know where to make the resipound.

I was playing as a Skynet type empire, and I recently destroyed one of the fallen empires in my game. Apparently, they were in the middle of making their own Colossus when I took their main star base. Now I have two of them, and I want to change the design of just one of them. But I don’t know how to do that. Could someone help me out?

Edit: Nevermind, figured it out.
