amazon seller offer me to repurchase an order again and refund after due to missing item instead of offer me a replacement, should I trust this?

My order on Etsy said it shipped on April 27th but the seller not provide me the tracking. I had to message them for the tracking number and who is the carrier. But then when I checked it on GOFO, it's said "Shippment Label created" on May 05 and still hasn't get an update yet. Is this seller fault or Etsy? And why the time and update of shipment is so different?
