Headset spacer alignment/ adjustment

If you observe the last 2 spacers..they look slighltly out of vertical alignement ...i had the same problem 3 weeks ago..headset was readjusted and torqued to specification..but the vertical line alignement problem of spacers returns after a few rides...btw there is no play in the headset and spacers are tight and do not move by hand..in both cases torque was right and spacers did not move by hand..is the spacer alignment a problem?

One one hand we have the leaning tower of pisa and then we have nanda ki chowki bridge...collapsed last year during monsoon..now this year monsoon will start in a month or two...and the progress of rebuilding the bridge is great...true vikas...
