It is not merely the ability to manufacture fighter jets, but the integrated technological capability to upgrade operational aircraft to the latest battlefield environments in a short period of time. HHI is also preparing to secure a follow-up order for new Philippine Navy Frigates.

The Philippine government is reportedly highly valuing HD Hyundai's investment in the Subic shipyard as well. Philippine Finance Secretary Frederic Goh recently stated through the local public media outlet Philippine News Agency (PNA), "I am grateful for strengthening our industrial capabilities and employing thousands of Filipinos."

The shipbuilding industry assesses that for the Philippine government, building warships domestically offers greater benefits in terms of local employment, technology accumulation, and the development of the shipbuilding industry compared to simply importing them. Furthermore, HD Hyundai explained that maintenance, repair, and overhaul (MRO) of vessels and other assets, which have previously been conducted in Ulsan, can also be carried out locally in the Philippines.

Leonardo capable of supplying PH's multi-role fighters

Multinational aerospace and defense manufacturer Leonardo S.p.A. (Leonardo) is more than capable of supplying the Philippines' multi-role fighter (MRF) requirement should its twin-engine Eurofighter Typhoon be selected as the country's MRF.

Enrico Fossatti, head of Leonardo's Eurofighter Export Campaigns for marketing and sales, mentioned this in an e-mail reply to the Philippine News Agency when asked how fast the manufacturer can supply the airframe once the contract is issued by the Department of National Defense (DND).

"That decision ultimately rests with the Philippine government, and the precise timeline will depend on the final requirements and agreements reached between Manila and the Eurofighter partner nations. What we can say is that the Eurofighter is not a program starting from zero. It is backed by an established, multi-nation industrial base spanning Italy, Germany, Spain, and the United Kingdom, with decades of continuous production and delivery experience to operators around the world," he said.

Fossatti said the company has four active aircraft assembly lines for the Eurofighter program in each participating European nation.

"Once a contract is signed, Leonardo and the consortium can act promptly to lock in a delivery schedule based on production capacity, fleet size, and configuration requirements at the time of award. Our approach with the Philippine Air Force (PAF), as it has been throughout our engagement with Philippine authorities over the past two years, is full transparency: clear, realistic timelines rather than unsubstantiated projections," he said.

"And our objective is to bring that same reliability to the DND and the PAF, with a delivery plan which will allow gradual entry into service of the weapon system and transition of PAF pilots and technicians to the new platform," Fosatti said.

Earlier, DND Secretary Gilberto Teodoro Jr. said the Philippines is looking for at least five possible suppliers for its MRF program as the defense department aims to beef up the defensive capabilities of the PAF.

Other MRFs being looked into are Sweden's SAAB JAS-39 "Gripen", South Korea's KF-21 "Boramae", US-based Lockheed's F-16V "Viper" MRF, the Rafale of France-based Dassault Aviation. The Eurofighter Typhoon, meanwhile, is manufactured by Leonardo along with Airbus and BAE Systems.

Teodoro said acquisition of the MRF is dependent on government funding.

Budget for the MRF acquisition project is placed at an initial PHP60 billion up to PHP150 billion and is under the Armed Forces of the Philippines Rehorizon Three. (PNA)

The Philippine Space Agency aims to develop and produce our own rockets locally, with the technology transfer from South Korea. The Philippine Space Agency's MULA satellite will also be launched into space by 2027.

PhilSA announced that South Korea will ship the rocket by year-end, and the Philippines will rebuild and assemble the rocket locally. Testings will be conducted, to prepare eventually for the launch in 2027. With tech transfer included, the Philippine Space Agency's vision is to build our indigenous rockets. Dr. Gay Jane Perez emphasized that building our own rockets will also contribute to national security, flood and typhoon monitoring, and for food security. She emphasized that having these rockets and satellites being locally built in the Philippines will generate jobs, and help boost support for our Research & Development, and in Science and Technology.

The Philippine Space Agency aims to produce and build our own rockets in the Philippines, learning from the technology that we obtained from South Korea. This also includes training and technology transfer, allowing the Philippines to build our own rockets in the country, locally. Dr. Gay Jane Perez, the Acting Director General of the Philippine Space Agency also announced that the Philippines' Multi-spectral Unit for Land Assessment (MULA) satellite will be launched into space by next year (2027). The MULA satellite will be used mainly for the agricultural sector. This is related to President Bongbong Marcos' speech in his SONA for the first rocket launch in 2027.

The Philippine Marine Corps celebrated the 6th Birthday (Activation Day) of the Coastal Defense Regiment (CDR) on 7th. The Coastal Defense Regiment (CDR) strengthened their coastal defense capabilities with the BrahMos Shore-Based Supersonic Anti-ship Missile System, exported by India's BrahMos Aerospace. The PMC acquired three batteries of the BrahMos Missile System. The first BrahMos batteries were delivered in April 2024. A battery usually consists of three to six launchers along with monitoring and tracking components and logistics support vehicles.

The BrahMos cruise missile can be launched from a ship, aircraft, submarine or land; has a top speed of around Mach 2.8 (3,400 km per hour); and is capable of carrying warheads weighing 200 to 300 kilograms. This weapon platform is expected to address the country’s military weaknesses and vulnerabilities in sea control, anti-access/area-denial, and coastal and island defense operations.

Just a few years ago, its just a dream for the Philippine Marine Corps and the AFP as a whole to have the BrahMos Missile System, with the Army displaying a mock-up version of the BrahMos. Hopefully in the next few years, the Philippines will purchase more, to further strengthen our A2/AD capabilities.

South Korea is pushing to secure the Philippine Navy's Submarine Acquisition Project, worth 2 trillion won. The outline of the project is expected to be clear by year-end. Contract signing is expected by 2027.

Aside from exporting Frigates and Offshore Patrol Vessels (OPV), Korean press reported that South Korea is pushing to win the Submarine Acquisition Project of the Philippine Navy. The outline of the 2 trillion won project is expected to be clear as early as the end of this year. With the possibility of signing a contract by next year (2027), Korea is anticipating a fierce battle with France, Spain for the Philippines' Submarine Acquisition Project.

Last year, HD Hyundai Heavy Industries announced their plan to export two medium-sized submarines to the Philippine Navy, building on the success of exporting naval vessels and proven MRO solutions. Hanwha Ocean is also offering their KSS-IIIPN submarine to the Philippine Navy.

The Philippine Space Agency has signed a contract with PeriePerigee Aerospace (Perigee), for the first-ever rocket test of Blue Whale 0.1 in 2027, in Cagayan. The MULA satellite is also expected to be launched by early next year.

This is for the Phase 2 of the 'Sounding Rocket Cooperation Program.' The goal is to conduct the first test sounding rocket launch from Philippine territory.

Perigee, established in 2018, provides launch vehicles, propulsion systems, and engineering services based on liquid methane engines. It is developing 'Blue Whale 1,' a small launch vehicle capable of placing a payload of up to 200 kg into a Sun-synchronous Orbit (SSO) at an altitude of 500 km.

Sounding rockets are suborbital rockets that ascend to the upper atmosphere and return without entering orbit, and are used for scientific experiments and technology verification. Because they require less development time and are less expensive than orbital launch vehicles, they serve as an entry point for early-stage space development nations.

This contract is a follow-up to the Phase 1 program, which ran for three weeks from October to November of last year. In Phase 1, Filipino engineers learned rocket theory and performed assembly using Perigee's sounding rocket, 'Blue Whale 0.1 (BW0.1)'.

Phase 2 will be conducted jointly in Korea and the Philippines. Ten selected engineers from the Philippine Space Agency will first visit Korea to practice the assembly, system integration, testing, and operation procedures of BW0.1 at the Perigee Facility. Subsequently, a test launch will be conducted in the Philippines.

The BW0.1 used for training is the first domestic civilian liquid rocket launcher. It completed three test launches on Jeju Island between 2021 and 2022 and features a pressurized engine that uses liquid oxygen (LOX) and ethanol as propellants.

The Philippines is pursuing plans to establish a commercial space center in the Lalo region of Cagayan Province. In his State of the Union address on the 27th of last month, President Ferdinand Marcos Jr. designated Cagayan as the Philippines' space gateway and mentioned plans for a sounding rocket launch test next year.

Perigee explained that through this program, it has demonstrated its ability to operate its launch systems overseas and secured experience in building and operating local infrastructure. The plan is to solidify its position in the Asian market using the Philippines, where demand for satellite communications is growing, as a base.

"This Phase 2 program is a result that demonstrates that our overseas expansion using our launch vehicle platform is on full trajectory," said a Perigee official. "Based on our experience with local launch campaigns in the Philippines and our partnerships, we will accelerate our entry into the Southeast Asian and global space markets."

He added, "Since the BW0.1 is a suitable platform for experiencing and training on liquid propulsion systems, we will pursue the sale of sounding rockets to interested domestic and international organizations."

The Multispectral Unit for Land Assessment MULA satellite is also expected to be launched in early 2027. Weighing 130 kg, MULA will be the largest domestically produced satellite in Philippine history. It features a true-color camera with 5m resolution and wide-area observation capabilities covering 120 km, and is equipped with AIS and ADS-B systems for tracking ships and aircraft. According to the Malacañang Palace, MULA can cover 73,000 km² within 24 hours and collect land, sea, and atmospheric data across the entire Philippines. It is expected to be utilized in various fields, including detecting air and water pollution, searching for fishing grounds, monitoring urban traffic, and tracking vessels within territorial waters. 

PhilSA recently provided satellite data analysis of the burning area and the impact on surrounding air quality at the Navotas landfill fire site. Maps showing the extent of landslides and damage caused by the Cebu earthquake (magnitude 6.9), the Manila Bay oil spill, the Isabela wildfire area, and the flooding range of Super Typhoon Uwan were also delivered to the National Disaster Risk Reduction Management Committee (NDRRMC) and the relevant local governments. 

The MULA project is funded by the Department of Science and Technology (DOST), jointly managed by the University of the Philippines (UP Diliman) and the DOST-ASTI (DOST-ASTI), and overseen by PhilSA. The total investment is at least $34 million. Filipino engineers were dispatched to the Surrey Satellite Technology Laboratory (SSTL) in the UK to directly learn satellite design and manufacturing processes, and through this technology transfer, they are systematically internalizing their own satellite manufacturing capabilities.
