For the spell runes if the dev adds new spells to a certain rune; is the only way to get the new spells to do New game+ or make a new character?

I was thinking of trying CBD Suppositories to relax more for bottoming. My partner is in law enforcement so i was curious would this effect drug tests for him even though he not using them.
