HUD may be breaking me

I’ve been working on HUD CoC Competition grants for the first time this year. The lawsuits and changes to this grant program are overwhelming. The experienced directors have all told me that this grant program has never been this chaotic. Anybody else straining under the changes to HUD CoC Competition grants?

Can I borrow a pair of giant scissors for a ribbon cutting ceremony?

My work place is doing a ribbon cutting ceremony in mid-August for the grand opening of a new facility. Any of y'all have a pair of comically large and functional scissors we could borrow for the event?

Handpan up strike to reach tone fields on the bottom shell?

I am a /r/handpan player. Many of my handpans have tone fields on the top and bottom shells of the handpan. One way to strike the tone fields on the bottom shell, is to use an up-stroke (wrist supinated) to a target tone field that is obstructed from view.

I am struggling to build dexterity on this stroke. Are there other percussion instruments that are played with a similar up-stroke? Anyone else in a situation where you can’t see what you’re striking? I want to dissect those techniques and see if I can learn a trick or two.
