I'm looking for a movie I saw some years ago and I can't find it anywhere. It's driving me crazy.

Here's what I remember:

• It's an Asian movie (probably Korean, Chinese or Hong Kong).
• Based on real events about a real criminal gang that was very difficult for the police to catch.
• Main characters are Asian.
• There's a very specific scene: the police (or main characters) go to a place that looks like an old cinema or video store/theater. They pay a guy and he gives them a videotape / VHS cassette that contains important clues or evidence about the gang.
