I have been searching for this song for a year now I listened to it back in 2018 to about 2020

The art style was truly just like loving Vincent or in a water color style. It wasn’t a major artist though like lil yachty

The artist did have a TikTok and I would assume has an instagram but that’s all I have to go off of
