I need a balanced build without overpaying and bottlenecking it, I want at least 70 or 80% secondhand as some components are better if brand new like the psu

I want to build a PC set up with rtx 3080ti, can you guys suggest on what parts I should buy so it won't "bottleneck" or sum, it will be my first PC.
