What if this city had a weekly organisation of workshops which may bring interesting time. As there is nothing fun to be done here, all this place has is nauka and some places to eat.

Can someone explain the full process? Like do we hire a company on contract to build everything or do we have to manage and build it ourselves? Also what things are needed to start?
Can't find diesel anywhere on the highway, is it available in the city anywhere?
