Be honest.. is monitor straight up dead

Been using it for around 6/7 years, changed cable, changed pc, changed input port, is it just cooked? I've never seen a monitor do this, even monitors that have been up for waaay more than mine.

How to make the bar correctly fill/scale?

I can't seem to find resources on how to make the health bar correctly fill or scale down. Do you have any ideas? The sprite is sliced correctly and set to tiled.
