I went to a nail tech for the first time in my life and I am a bit confused. Are my nails messed up? I just got them done but this doesn't look all too good. Should I leave a bad review? (See the second pic especially)

I just bought this top secondhand, I think it's super cute. I'm not sure if my fashion style is considered alt but I like to dress vintage, I suppose. It's supposed to be sort of casual, jeans and a shirt type thing. What would you wear under this? I have a vintage denim skirt or I could just wear jeans or whatnot
