Cause of brown spots in southeast PA lawn?

Pulled out the crabgrass three years ago in spring. Replanted and it grew in beautifully but turned brown after it stopped raining (several consecutive years of severe summer droughts). Raked and seeded each subsequent spring with same results. I have seen a few grubs, but not many. This year I'm planting in the fall. Do I need to treat for grubs (please, no), fungus? I generally use one of the Scotts seeds. Thoughts?

Brown Spots due to Grubs or Drought in Southeast PA?

Three years ago I dug out all crabgrass and planted new seed. Came in beautifully. Then it stopped raining. It appeared that the new grass died and turned brown, roots also brown. Subsequent years, I raked up dead grass and replanted. Same results - beautiful, then brown. I have seen a few grubs through the process, but not many. Birds do not hang out and peck at the ground. I have not treated for grubs. This year I'm planting in the fall. I generally use scotts products and different types standard SE PA grass seed. Thoughts?
