Silent Hill 4 feels unplayable
I bought it last night and having played games at 120+ fps, the locked 30fps of SH4 felt like slogging through mud. Plus the controller support is unusable. Am I missing something?

Does the AI need to be nerfed a bit on lower difficulties?
I’m still fairly new to this game and still wrapping my head around all the many nuances. I tried this scenario on the lowest difficulty (Medium) and I get crushed every time at the 1 hour mark. Hell, at one point I even turned on infinite resources, maxed out my fleet with multiple capital ships and they just kept pouring in until my fleet was destroyed. It’s not even fun anymore.
Are all the scenarios supposed to be this difficult even at lower difficulty levels?
Basically, I bought an opex box from Micro Center and there is an issue with the DIMM slots to where the RAM won't stay secure. It'll turn on, but not boot up. I'll reseat the RAM, and it boots fine, but eventually shuts off. Rinse and repeat. I live 3 hours from the nearest Micro Center, so going back there right away is not easy, especially with +$4 gas prices.
As a workaround, I placed the computer on its side and has worked perfectly fine since then. My question is: is this safe to do so for the time being? There is no vent blocking, but my main concern is the AIO cooler. Could there be any damage/inefficiency with the AIO cooler by placing the tower on its side?
A Micro Center is opening in Austin later this year, so I'm wondering if I can hold off until then so I don't have to drive back to Houston

I get most maps aren't busy like this one, but still...
Any bottlenecks or anything missing? Besides maybe an extra TB of space. Looking to stay hovering around $2,000 (I already have peripherals). Edit: I mostly play RTS/4X (SupCom, SOSE, Total War), indie horror, and AAA single player games. I'm not much into multiplayer online.
