When does an Act of God become negligence?

Storm damaged my neighbor’s walnut behind my house.

It is now, days and/or weeks later dropping large dead branches. They have killed multiple ornamental trees on my property, below.

At what point does not doing anything about a tree full of broken limbs become negligence as said limbs begin to damage below?

Is this normal? Rental house was extra deposit

Rented some equipment, paid extra for their "insurance."

Rental company now says that their insurer will only cover $5000 in loss, and I have to personally cover $2700.

Seems to me they value their rentals at higher than they are worth according to insurance and are expecting me to cover this added value on my own.

I've only rented a few times, and they never tried to get more than their insurance would cover from me. Is this as weird as it sounds?
