Do Cats Understand, “No”

I just adopted 2 floofy kitty brothers from a shelter. Had them 2 months now and they seem full grown. One of them is reserved and shy, and the other gets into absolutely everything. He’s gotten into the habit of tipping over every trash can he can find… and I always point my finger at him and sternly say “NO!” I have no clue if he understands and is ignoring me, or if he honestly doesn’t understand he is doing something wrong. I also don’t know how or if I should discipline him. HELP.

Meet Monty and Finn!

1 month old kitty shelter rescues. Sweetest kitties ever. I’m sure they’re officially domestic shorthairs, but something with their head and ear shape makes them appear really exotic to me. Any guesses on possible breed mixes?
