Why did my USB ports suddenly stop working?

The laptop is an acer aspire 3 A315 57g, i have been using it for a couple of years and one USB A port on the right went bad about 2-3 years ago but the other ports on the left were working fine until recently when i picked it up after it was just sitting around after i reinstalled windows on it. I realized that the other 2 USB A ports on the left had stopped working, all the other ports on the left and the right do still work. I did used to get a notification before that of a power surge on the port with and that an unknown device is using more power than the port can supply

I was looking for GPUs when I came across 2 used rx 5600 xts both are roughly the same price but one is tri-fan and one is dual fan. Which one should I buy?

for the past few months i've been noticing my performence dropping significantly in games after a few hours of playtime(especially cpu heavy like cs2) and slightly in gpu bound as well and it has been performing worse overall than the benchmarks i can find on yt of my specs and really bad 1% lows, I used msi afterburner and the cpu was reaching 95-100 degree celsius at 50-60% load and gpu was reaching 85-90 degrees celsius at 100% load in gta 5 enhanced max rt with an avg of 63 fps and 1% lows of around 35
specs are i9 9900k, msi ventus rtx 3060 ti, nvme ssd, and 24 gb ddr4 ram. Im using a 120mm corsair aio. The build is around 4-5 yrs old
