fast grab and "grab-based" combo

so a player is a sort of vampire type character, and they have the "fast grab" advantage, allowing them to make a free grab action after an attack action. but they also have a grab-based linked array vampire bite sort of deal... and "grab-based" states that the attack occurs after the successful grab ?? meaning they can standard action attack, then free action grab, then reaction bite-array??
is this correct because this seems crazy broken please help me

thoughts on Mourning Cloak x Sunzi build?

im in an LL3 mission with a Pegasus, Tortuga, and a Lich/Iskander (they havent decided) and couldnt decide between the damage and mobility of mourning cloak , or the control of sunzi so i decided to go with this:

Licences - Mourning Cloak 2, Sunzi 1

Frame - Mourning Cloak

Mech Skills - 2 HULL, 2 SYSTEMS, 1 ENGINEERING

Talents - Brutal 1 Duelist 2 Exemplar 1 Infiltrator 1 Skirmisher 1

Core Bonus - Overpower Caliber

(and then this is my equipment loadout)

are there any glaring issues with this? would i be like way better if i just did 3 liscense levels in MC?? i just thought sunzi was better for teamcomp but like i like MC's easy playstyle for a first oneshot , so took the warp grenade and accelerate from sunzi because those are like good at fulfilling some of sunzi's team role. thanks!

dismemberment rules?

a player has asked me if they can Disarm an enemy by slicing their wrist and i was just wondering how this would function - they have taken improved disarm so i guess if they just roll high enough i can let them disarm (or give them a circumstance penalty for attacking and disarming at the same time despite improved disarm)

but given they have done this what should i do? give them the weaken power to make them bleed and only let them use one hand in combat?? and what if i want other dismemberment to happen? i guess it could just be a houserule thing but im wondering if anybodys homebrewed it.
