Have I unintentionally bosai'd this rose?

I moved it to a pot last year after all of my roses got moved away from the house. Am I doing unintentional bonsai here? I potted a different one that kept growing larger, but not this one. Is it the type? Which idk what that is either.

If flowers are opening, is it ok to prune

We had a hard winter and a lot of the stems look bad, some didn't make it. I have been waiting as long as possible to take out the dead canes. Is it time if flowers are opening?

A little before and after of a newngarden bed I did today at my parents house this area usually would just have flower pots but I convinced my mom to let me make a bed here and I did all the bricks and plantings for this to be her Annuals flower bed

How can I turn these broken roots into new plants? Just put them in the ground? Broke off while moving some at parents house before the daylilies ate them, which already happened to 1 other.
