Help needed excluding a specific ethnical background from my ads (Totally not racist just read please)

Please keep in mind that I have no racism towards any ethnical background and please don't take it personally. However my problem is very specific. I am advertising for a travel agency which makes reservations through messaging apps (WP/Messenger/Insta Messages). We mainly focus on Libya. We advertise luxury hotels in different continents and the audience is very specific and limited.
So the issue is that no matter what I do, my ads are targeting the African population in Libya (which unfortunately posses significantly less socio-economically purchasing power) and we are just burning budget trying to reach an interested audience. The messages we are getting from these migrants are completely irrelevant, trolling replies or just random emojis, sometimes even begging for money or free hotel accommodations. I just do not understand why they love sending irrelevant messages when they see our ads...
I am desperate to exclude from them from my ads and tried things like; setting up a proper customer list and lookalike audiences from it, using must match option with interests like: Engaged Shoppers, Frequent international travelers, Frequent Travelers, Airbnb (lodging), Booking.com (travel & tourism business), Luxury goods (retail), Online shopping (retail), Interests > Travel (travel & tourism), Travel (travel & tourism) etc etc and set the language to Arabic.
I am just desperate at the moment and the algorithm just keeps pushing my ads to these specific audience as they have the lowest CPMs. Do you have any suggestions for me to try? Any ideas would be greatly appreciated.
