Scale is not budging

Okay so ive been in a caloric deficit for almost 3 weeks now
I know im counting cals right as i’m experienced and have already lost weight in the past by doing so
I am also quite active (between steps, running, and the gym)
Some info about me: 20 yo female 164 cms 60 kgs
WHAT IS HAPPENING ! I am so frustrated because I KNOW im doing evtg right and i see no change
What should I do
Honestly i am trying to trust the process but I am not sure how to trust a process that I am not familiar with
Like? What is the process exactly?
I feel like im just going through the hardships of losing weight with no weight being lost
Can please someone tell me what could be happening ?
Again i know for a fact i am counting cals right and I did not give myself the right to have not even ONE cheat meal
I have been consistent 100% of the time like not even once did i let myself go over my calories
