Headlight trouble in Mustang

I have a V6 automatic Mustang from 2013 with the stock 3.7 Cyclone engine. I have been having issues with water getting into the passenger side headlight since I've got the car 2 years ago and the main bulb and LEDs slowly dying since January this year.

I've finally pulled out the passenger side headlight just to see that it was basically disintegrating and crumbling to pieces. I've pulled out both headlights since and put new headlight cases, headlight and indicator bulbs and ballasts for both and for some reason, whenever I turn on the lights, the headlight stays on and won't turn of at all.

I've mostly narrowed it down to the new Ballasts, as whenever I use the old ballast from the driver side that was still fine, the headlight works as it should and turns off.

The only difference I see between the old and new ballasts are that the old one has a sticker that says E1 and the new one has a sticker that says E13 but all I can find on that is that the numbers indicate which European country the parts are from (1 being Germany and 13 being Luxembourg), but i dont know if thats true or not. Other than that, they look identical to me.

My best guess is that maybe something about the wiring is different. I've been to a Ford spare parts dealership, and they say it's because they're aftermarket parts, so maybe it's just that aswell.

Headlight does not want to turn off

Hello, I just recently got a new set of headlights for my 2013 v6 Mustang because the old ones were breaking and stopped working. I finally got the last part I needed to put in the driver side headlight, a new ballast. I've put it in, and the headlight finally turns on, but now it won't turn off, I have to unplug the whole thing. Is it maybe because either the wire into the bulb or the 2 wires plugged into the new ballast aren't properly plugged in or something?
