Fall sailing is great sailing

I sent my T-Race out for a battery and was told it needed a full service, after a 4 month delay (a story for another day), anyway I approved the service. When it came back the 10th of a second hand spins freely as seen in the video. I had them send it back out for service as that is not how I remember it functioning, when it came back again they said they replaced the movement yet it still operates the same way. I do not remember the 10th hand spinning freely I remember it working just like my PRC 200, also in the video. Am I going crazy, its not how I remember the watch working before it was sent out for service. Thanks in advance for your feedback.
