60s widow revenge film where she kills the scientists who disbarred her husband

The movie starts with a widow on the beach monologuing to her dead husband. Cuts to the past - there is this doctor who is on the cusp of a scientific breakthrough in modifying embryos. His coworkers are disgusted and make a successful vote to have him disbarred. He goes into a catatonic state and eventually does an hero. His wife finds the body in the bathroom. She's grief stricken and vows vengeance against the people who caused this. From there, she dons disguises, seduces, and kills the coworkers. I think there's four in total. The first one is a man in a hotel who makes her talk down to him who ends up getting his genitals hacked off. One of the coworkers finds him and mentions that there was a woman leaving the hotel room. The second coworker is a woman in a seaside restaurant who talks about books who meets her end via suffocation by a pillow/balloon with a clear center so you can see shots of her freaked out face. The third one approaches her in a church. He is seduced and I think he's stabbed in the back of the head with scissors. The final guy is tied to a chair and I think he gets his genitals removed. The movie ends with the widow driving her car off a rocky cliff.
