Advice on getting a smooth shaving

Any lighter of a cut than this and it won’t produce a shaving. Any advice on smooth surface and easier push? I’ve used paraffin wax on bottom to help the plane glide. The blade is sharp enough to cut hair I’m guessing it’s just my technique.

Can’t get a sharp edge

I'm brand new to hand tool woodworking and I'm trying to sharpen my chisels. I've flattened the back and worked through my India stone from coarse to fine, flipping the chisel to remove the burr as I go. I finish by pulling the bevel backward on a leather strop, but I still can't get the edge sharp enough to shave hair or cleanly slice paper. What am I doing wrong?

Update:

I followed several of your suggestions, including using the Sharpie trick to check whether the back of the chisel was flat. It revealed a low spot right at the tip, about 1/32 inch. I had also assumed my sharpening stone came perfectly flat, but when I checked it with a straightedge, I could clearly see light underneath it.
After looking into the cost of automotive sandpaper for the scary sharp method on glass versus buying a lapping plate to flatten my stone, I decided to order the thin diamond plates that Rex Krueger recommends. They should arrive flat right out of the box and seem like a better option for a beginner like me.
