THC driving laws for each state

THC driving laws are a complete mess across the US.

Some states where recreational weed is fully legal still use zero-tolerance driving laws. Michigan and Rhode Island for example: legal to buy, legal to use, but any THC in your blood while driving is a crime.

Total Dealer Price $20,975

I'm trying to help my little cousin out who desperately needs a new car. I've never bought a used car before, so I don't know if this is good or not. I'm actually shocked at how high prices are for reliable used cars! You can't find anything under $20k!

The only thing that sucks is that the interest rate for a used car loan is 9%. ...Why is that so high?

If I talk the dealership down to $18,000 for this car, is that a good deal?
