Is doing work on a friend's house for free illegal?

Update 3: My friend told me she will "accept the rules and listen to them".
So I think she will stop the works, maybe undo them, ask information/help from the city ect.

Hi, I have a good friend. She is very friendly. She has somewhat big ideas for renovating her house. I didn't mind this, until I noticed that she has no experience with such work.
Nor does she has knowledge about renovation.
When I visit, she asks me to help, and I do. I see it as free exercise and I like her.
Now, apparently the neighbors started complaining about her work and the police have already visited her several times regarding the work.
I have also heard that they might declare the house uninhabitable.
Regarding the work, it involves three pits for ponds. One of the pits is right next to her house;
she is digging at her wall of her house. She is also recycling bricks with which she continues building in the pits.
Suppose I help again and the police show up,
could I get into trouble because of this? Next thing you know, they'll think she's paying me or something.
