Terraforming Barren World into given type

I have the terraforming technology and climate manipulation. There are barren worlds I would like to colonize. Is there any reason to terraform planet to other climate than the preferred one? For example if I terraform Mars into Desert World than Continental World then maybe I would get more maximum generator districts? Or the only difference is time and cost?

Lobbies demand me to go with war with countries I cannot start a play for anything

Is this the way it supposed to be? It is like forth time that lobby demands from me to go to war with a country that I cannot start a play because I do not have any overlapping interest. E.g. previously they demanded from me that I go to war with Netherlands just after... I won I war in which I took all colonial possessions of Netherlands in the Americas and I lost all overlapping interests.

Maximizing population growth (reproduction rate)

Hi, I was wondering what are the less obvious way to increase your population growth (reproduction rate). I just to be clear I am not talking about migrations. So lets list the obvious things:

  1. Religious convocation power block (+5% birth rate)
  2. Legal guardianship law (+5% birth rate)
  3. Be Fruitful and Multiply, that is keeping devout powerful and happy (if applicable +5% birth rate)
  4. Basic food company (+5% birth rate).
  5. Don't increase literacy unless you have to (although you may elaborate on how you do this and how do you decide how much literacy is enough)
  6. Keep SoL between 10 and 20 (if I am correct 10 is the sweet spot, but if you also trying to attract migrants then going up 20 is probably better, you may elaborate on how do you do it).
  7. Healthcare (Public Health Insurance seems to be the best, but there may be instances that Charity Hospitals may be more useful or maybe there is some weird case for Private Health Insurance)
  8. Compulsory Primary School (less mortality)
  9. Regulatory Bodies (reduces mortality, I don't see any reason to go for Workers' Protections, but maybe I am missing something)
  10. Modern Sewerage (help with pollution and harvest condition) and Steel-Frame Buildings (help with harvest condition)
  11. Food Standardization (if you have low SoL, then III level, if you have high SoL it may be worth downgrade it to II level)
  12. Do not use Nitroglycerin production method
  13. National Guard (maybe? it has good modifiers for Harvest Conditions)
  14. Personally I like Poor Laws, it makes country more stable and it may help with pop growth among unemployed, I think.
  15. Banning slavery perhaps (not sure about that, if your slaves have SoL equal to 10 it may be worth to have it, especially if you have Slave Trade and you actively import people - I am really not sure about this one).

This are the obvious ones (at least). If I got something wrong, please correct me. My question is are there any less obvious methods of maximizing the population growth (reproduction rate).
