I’m from a country which isn’t visa on arrival. Should it be through the transit visa desk in the airport (saw some with same passports who did this) or should it be thru Hayya website?

I’m leaving QA and I need to give POA to my friend for banking purposes. Does anyone know how? Bank said to go to Ministry of Justice.
