Chief Wulf has to be one of the biggest bums in the bsb verse
Dude is so aware of the in game world that he knows that Bucky is always followed by 4 dudes in fursuits and in response built an entire hotel to probably keep the mentally unstable beaver and the monsters from causing any harm, but being the bum he is he still let his friends in which kinda displeased Bucky.
Apart from that in the end the furries still manage to get inside the hotel (because of course) and now he has a fent tweaker right outside the main door trying to stab him with a broken bottle.
Then when a homeless chud (Howlz) shows up he still let's him go anywhere knowing he may end up right in front of a blood-thirsty furry or the drug addict with a beer bottle.
Let's not talk about the fact that he has an ugly ass rabbit in the basement of the hotel (only he knows how it managed to get there), a rabbit that is so ugly that Chelsie literally ripped her own eyes out; but instead of helping someone that was driven to the brink of madness he just thinks about not telling Stumbler (which is a terrible idea btw, imagine he just sees Rex while wandering around); then Chelsie just fucking vanishes one day and no one questions anything.
To summarize he is a terrible leader in shipwrecked 64 where he prefers to die than help his people and he is a terrible leader in HI-09 where every single one of his plans backfire and causes damage to the people he loves, i cannot think of a single character that is more of a bum than him (except maybe Yuta).
