Back when I was in town, the place was getting worse when it comes to jobs and finding a place to dorm..... is it any better these days?
And if there is any potential, what can be done about dorming in Arcata or Eureka, but also being able to get a job in the area for at least a year or so?

Believe me when I say that they are probably working overtime making sure this gets fixed, patched, updated, and back online immediately when it is safe to do so if it isn't already back online.
