How to have 3 Capitals in EU5 open beta 1.4!

So I just found out about historical capitals in the 1.4 open beta and they give +50 proximity. A location becomes a historical capital once you move your starting capital to somewhere else. As far as I can tell, only your starting capital is eligible for becoming a historic one. I discovered this by accident in one of my campaigns where Austria shifted it's capital (image 2). I tested if the proximity is stackable with a governor and I can tell you it is (image 3). So you can basically move your capital somewhere else, and build a governor in your old one and you have two +100 proximity sources, giving you essentially 2 capitals. Now you may ask, how to get the third capital? That's by winning the Italian Wars. You can also stack the proximity of the Italian Administration Center with a governor, so you can have 3 +100 proximity sources. I think this is kinda broken guys what do you think?

Sorry guys I accidentally deleted the original post that's why I repost.

Colonial Nation (CN) not forming in EU5 as Goryeo

My friend plays Goryeo in a campaign and started colonizing in the Americas. He has more than 5 provinces fully cored, but got no event popup to form a colonial nation. Did we miss something? They are majority Korean and follow his Faith as well. Releasing also doesn't work, because you apparently can not release cores. The other Asian nations don't seem to form a colonial subject as well. The Europeans are doing business as usual, forming colonial subjects on the east coast. Are CNs just disabled for any other nation or are there any requirements we are missing?
